From your Web Form Designer menu, scroll to Page 1, > Scroll to Section
Right Click 'Page 1'> Scroll 'Insert'> Scroll to and Click 'Section'
The 'Section Properties' menu will open> You can 'Title' the section and the specific number of columns>
You will see the new 'Section' appear under the page you created>
